St. Thomas Police Department reports that four people were shot at the Starz Hotel in Contant last evening. at 8:50 p.m. Two victims were pronounced dead. There was no immediate status of the other victims’ conditions. This case is presently under investigation by the Criminal Investigation Bureau.


On Friday, Vitol, the company supplying propane gas to Virgin Islands Water and Power Authority (WAPA), issued a default notice saying propane deliveries stop at noon the next day, Saturday. ON Saturday Governor Albert Bryan Jr., Lt. Gov. Tregenza Roach and all 15 senators had an emergency meeting and agreed to work to find the monies to pay WAPA’s outstanding bill to Vitol. Saturday, Vitol stopped operations at its propane facility, forcing WAPA to use more expensive No. 2 oil on its older, less efficient generators. The meeting concluded with, Governor Bryan, Senators, and WAPA officials to meet today to continue discussions. Also, senators agreeing they would consider a Special Session this week to appropriate upwards of $3 million to begin the resupply of propane gas.

Senate President Novelle E. Francis, Jr said moving away from propane comes at a cost to the utility and the people of the Virgin Islands. “The territory has invested significantly in upgrading to Agrekko and Warsilla generators to be more cost and energy-efficient. It is counterproductive to return to using traditional fuel which would result in unreliable power generation and additional costs to the utility, which will then be passed on to the consumer in higher LEAC charges,” at this time, “It is unconscionable to expect Virgin Islanders to absorb what could be up to a 40 percent increase in LEAC,” Francis concluded.
